WhatsApp Business API in Saudi Arabia: A Guide to Business Messaging in KSA

Yes, businesses can use the WhatsApp Business API in Saudi Arabia through a Meta partner, with a verified Meta Business portfolio and a phone number dedicated to the API. Meta prices messages by the recipient's country, so Saudi rates apply to any +966 customer, and marketing needs recorded opt-in under Saudi Arabia's PDPL.

Key Takeaways

  • The WhatsApp Business API works in Saudi Arabia the same way it does in the UAE, but costs, language, timing and data rules differ
  • Meta charges by the recipient's country code, so messaging Saudi customers from a UAE account still costs Saudi rates
  • A Saudi entity verifies with its Commercial Registration; a UAE business can message Saudi customers from its UAE account
  • Write templates in Saudi-friendly Arabic, plan around a Friday–Saturday weekend, and treat White Friday and Ramadan as separate seasons
  • Marketing messages need clear, recorded consent under the PDPL, which SDAIA enforces
  • Business SMS in KSA needs sender IDs and message templates registered under CST rules through a licensed provider

Why Saudi Arabia Isn't "UAE Plus Riyadh"

Most of the businesses we speak to about Saudi Arabia are already running WhatsApp in the UAE. They assume expansion is a copy-and-paste job. Same templates, same number, same schedule, just a bigger list.

It mostly works. And then, in a few predictable places, it doesn't.

If you're new to the API itself, start with our overview of how the WhatsApp Business API works in the UAE; the mechanics are identical. This guide is about what changes when the customers are in the Kingdom.

The Project: A Dubai Brand's First Saudi Season

Setup

In 2025, a Dubai-based home appliances brand opened Saudi sales through its own website and a Riyadh warehouse. They had a well-run WhatsApp setup in the UAE: order confirmations, delivery updates, warranty registration and monthly offers to around 60,000 opted-in customers.

The plan for Saudi Arabia was simple. Add +966 customers to the same account and send them the same messages.

Conflict

Three things went wrong in the first two months.

The budget was off. Finance had estimated Saudi costs using the UAE rate per message. Meta charges by the recipient's country code, and the Saudi rates on Meta's rate card were different from the UAE ones the finance team had used. The first monthly invoice was well above forecast.

The Arabic didn't land. The UAE templates had been translated into a fairly formal Arabic by an agency. In Saudi Arabia, customer replies included polite confusion and the occasional joke about the wording. Read rates were fine. Clicks were not.

The timing was wrong. The monthly offer went out on a Thursday afternoon UAE time, which for Saudi customers meant the start of their weekend, and the brand's big November push was planned for Black Friday dates while Saudi shoppers were watching for White Friday deals from the local marketplaces.

On top of that, the team assumed their UAE SMS setup would cover Saudi OTPs. It didn't. Saudi Arabia has its own sender ID and template registration process for business SMS.

Resolution

We split the Saudi operation into its own plan:

  1. Budget rebuilt from Meta's Saudi rates, with utility and service messages separated from marketing.
  2. Templates rewritten by a Saudi copywriter in clear, friendly Arabic that reads naturally to Saudi customers, with English versions alongside.
  3. Send schedule moved to Saudi working days and times, with a separate calendar for White Friday, Ramadan, Founding Day and National Day.
  4. SMS set up through a provider licensed in Saudi Arabia, with a registered sender ID and registered templates for OTPs and delivery updates.
  5. Consent records updated so every Saudi marketing contact had a source, wording and date.

Lesson

In hindsight, the expansion worked once we stopped treating Saudi customers as a segment of the UAE list. Same channel, different market. The cost of learning that was one bad invoice and a quiet first campaign. It could have been worse.

UAE vs Saudi Arabia: What Changes on WhatsApp

To make the differences concrete, here's the comparison we now share with every client expanding into KSA.

As the table shows, the API is the easy part. Everything around it (pricing, language, calendar, data rules) shifts.

Setting Up the WhatsApp Business API for Saudi Arabia

There are two common starting points, and they lead to different setups.

If you're a Saudi company, you verify your Meta Business portfolio with your Commercial Registration and business details, then register a number for the API, usually a +966 number. The steps follow the standard registration steps; the documents are Saudi ones. Make sure the legal name and address on your CR match what you enter in Meta exactly. Mismatches are the most common reason verification stalls.

If you're a UAE business selling into Saudi Arabia, you can message Saudi customers from your existing UAE account. The question is whether you should. Use this decision path:

  1. Do you have, or plan to open, a Saudi entity? Yes → set up a separate Saudi account verified with the CR, with a +966 number. No → continue.
  2. Will Saudi customers call or message a local number more readily? For consumer brands, usually yes → consider a dedicated +966 number for Saudi customers if you can get one in your entity's name; otherwise continue.
  3. Is Saudi volume small, or mostly service and utility messages? Yes → keep one account, but use separate Saudi templates and schedules.
  4. Do you send OTPs to Saudi customers? Yes → check Meta's authentication rates for Saudi Arabia, including whether an international rate applies to your setup, and budget for it.

Most UAE brands start at step 3 and move to a Saudi account once local volume or a local entity justifies it.

Choosing a provider for KSA

The provider questions are the same as anywhere: who owns the account, whether Meta's fees and the platform fee are quoted separately, and whether support answers quickly. Our guide to choosing a WhatsApp provider has the full scorecard. For Saudi Arabia, add two questions: can they write and review Saudi Arabic templates, and can they explain where conversation data is stored?

What WhatsApp Costs in Saudi Arabia

WhatsApp Business API costs in Saudi Arabia follow Meta's per-message model, which replaced conversation-based pricing in July 2025.

  • Marketing templates cost the most per message
  • Utility templates (order updates, delivery notices) cost much less; since October 2026 they are charged even inside an open customer service window
  • Authentication templates carry OTPs; Meta charges a higher authentication-international rate in a growing list of markets when the sending business is based outside the recipient's country, so check whether it applies to Saudi recipients in your setup
  • Service replies inside the 24-hour window are free up to 1,000 a month per number, then billed

The key point is that Meta charges by the recipient's country code. A UAE business messaging a +966 customer pays the Saudi rate for that message. Rates change, so take current figures from Meta's rate card rather than from vendor blogs; our breakdown of Meta's October 2026 pricing changes explains the current rules.

On top of Meta's fees, your provider charges its platform fee, and VAT may apply depending on where your business is registered.

A budgeting example

Here's how we'd structure a first-year budget for a UAE brand with 20,000 opted-in Saudi customers.

Message typeMonthly volume (estimate)How it's charged
Order and delivery updates15,000Utility rate, inside or outside the service window
OTPs at checkout6,000Authentication rate (check the international rate)
Customer service replies10,000First 1,000 free per number, the rest billed
Monthly offer2 sends to 20,000Marketing rate
White Friday and Ramadan campaignsSeasonal spikesMarketing rate; budget separately

As the structure shows, the marketing line is where Saudi costs grow fastest, and the seasonal campaigns are where finance teams get surprised. Budget them as separate line items.

WhatsApp Marketing in KSA: Timing, Language and Consent

Write for Saudi readers

Formal Arabic isn't wrong, but it can read stiff in a WhatsApp chat. Saudi customers respond best to clear, warm, natural Arabic that sounds like a local business talking to them. Keep templates short, put the action in a button, and test two versions before you scale. Our guide to templates that convert covers structure; the Saudi version needs a Saudi writer.

Respect the Saudi week and calendar

  • Weekend: Friday and Saturday. Thursday evening is the start of the weekend, not the middle of the week.
  • Prayer times: avoid sending during prayer times, and especially around Friday prayers.
  • Ramadan: engagement shifts to the evening and late night; plan sends after iftar.
  • White Friday: Saudi Arabia's big November sale season. Plan it as its own campaign, not a Black Friday copy.
  • Founding Day (22 February) and National Day (23 September): major moments for Saudi brands, and easy to get wrong if your team is UAE-based.

Get consent right

Saudi Arabia's Personal Data Protection Law (PDPL) has been enforced since September 2024, with SDAIA as the regulator. For marketing messages, collect clear consent, record the source, wording and date, and make opting out simple. Meta's own policy also requires opt-in for business-initiated messages.

That rules out buying lists or uploading every phone number in your CRM. If you're planning large sends, read our guide to sending bulk WhatsApp messages safely; the same quality and blocking rules apply to Saudi numbers.

Business SMS in Saudi Arabia: CST Registration

WhatsApp doesn't replace SMS in Saudi Arabia, especially for OTPs and critical alerts. But Saudi SMS has its own rules, set by the Communications, Space and Technology Commission (CST), which was formerly known as CITC.

What to expect:

  • Sender ID registration through a licensed Saudi SMS provider, with documents showing the sender name relates to your business or brand
  • Template registration, because local business SMS in Saudi Arabia is expected to match registered message templates
  • Separate handling for promotional messages, including a promotional sender ID format and send-time limits
  • Lead time of days to weeks for registration, so start before launch

A UAE SMS gateway contract doesn't automatically cover this. If your provider says it supports Saudi Arabia, ask exactly how sender IDs and templates are registered and how long it takes. The same evaluation questions from our guide to choosing an SMS gateway apply, with Saudi registration added.

Compliance: PDPL, CST and Meta Policy

To keep it simple, here's who sets which rule.

Rule areaWho sets itWhat it means for you
Personal data, consent, transfersSDAIA (PDPL)Record consent, honour opt-outs, know where data is stored and transferred
Business SMSCSTRegistered sender IDs and templates through a licensed provider
WhatsApp messagingMeta policyOpt-in, approved templates, quality rating, commerce policy
Banking and finance messagingSAMA (for regulated firms)Extra rules on customer communication and authentication

For most businesses, the practical work is the same: clean consent records, separate marketing from service messages, and know where your conversation data goes. PDPL has specific rules on transferring personal data outside the Kingdom, so ask your provider where data is stored and processed.

A 30-Day Saudi Launch Plan

WeekTaskOutput
Week 1Decide number strategy; confirm entity and documents; check Meta's Saudi ratesAccount plan and budget
Week 2Verify business (if Saudi account); register number; write Saudi Arabic templatesTemplates submitted
Week 3Set up SMS sender ID and templates with a licensed Saudi provider; update consent captureSMS registration in progress
Week 4Test flows with Saudi staff or customers; schedule first sends for Saudi working daysLive, with a measured first campaign

Four weeks is achievable for a well-prepared team. SMS registration is the piece most likely to run longer, so start it early.
